Doctor Strange is one of the most powerful mystics, if not THE most powerful mystic in the Marvel Universe. As Sorcerer Supreme, he is able to traverse dimensions and command demons. He, along with Doctor Doom (another powerful sorcerer in his own right), even defeated the greatest known threat to the Multiverse: the Beyonders.
So, how could the Hulk be a threat to someone so powerful?
The thing is, Doctor Strange could not defeat the Hulk.
Well, at least not a Hulk at max anger. This was proven in World War Hulk, which was the follow-up to Planet Hulk.
Planet Hulk was the saga that saw Bruce Banner being forced off the planet by the Illuminati (Black Bolt, Tony Stark, Reed Richards, Doctor Strange, Namor, and Professor X – who was not present for the vote). The Hulk was sent to the planet Sakaar, where he took a wife, who became pregnant. After the spaceship that the Illuminati supplied to the Hulk explodes, killing his wife and unborn child, the Hulk blames the Illuminati.
He defeats Black Bolt, Iron Man, the X-Men, Reed Richards, and a host of other heroes…including Stephen Strange.
I should note that another potentially explosive confrontation that almost happened during this saga was Ghost Rider vs. The Hulk. Ultimately, when Ghost Rider gave the Penance Stare to Hulk, he found that he could not punish Hulk because he was not guilty of anything!
Anyways, Doctor Strange merged with an immensely powerful demon named Zom, who hailed from another dimension, in hopes of defeating the Hulk. Even while being possessed by a demonic entity, Strange was no match for the Hulk. The Hulk defeated Doctor Strange, AND made the demon Zom flee!
On the other hand, maybe the Hulk wouldn’t defeat Sheriff Strange, who was God Emperor Doom’s right hand man on Battleworld…maybe
